
The City of San Ramon's annual budget development process is complete.
During the spring of 2026, the City developed the operating budget for Fiscal Year 2026/27 (FY27), which begins on July 1, 2026 and ends on June 30, 2027.

Budget Presentation on Revenues

At the City Council Meeting on Tuesday, April 14, San Ramon's Budget Manager, Yuliya Elbo, provided information on revenue projections for the FY27 Budget. The report and presentation:
- Revisited the commitments and expectations of the newly formed Finance Department
- Acknowledged the continuing challenge of the structural deficit
- Summarized the presentation from March 24, 2026, which provided a high-level roadmap to fiscal sustainability by maintaining expenditure growth at 2.3%, or 2% below expected revenue growth, and identified opportunities to address the deficit through policies and operations
- Provided an overview of the assumptions used to project revenues in the City’s funds, focusing primarily on the General Fund, the City’s main operating fund

Expenditures and Capital Improvement Program

As part of the regular City Council Meeting on Tuesday, April 28, San Ramon's Budget Manager, Yuliya Elbo, provided information on expenditure projections for the FY27 Budget. The report and presentation:
- Reviewed the fiscal sustainability guidelines and balancing strategy
- Discussed the draft FY27 General Fund expenditures and transfers out
- Shared the projected reserve calculations for FY26 and FY27
- Presented information on the Dougherty Valley CSA and other funds draft FY27 budgets
- Updated Council on the City’s outstanding debt service
In the second half of the presentation, Jennifer Wakeman, the City’s Finance Director reviewed significant changes to the Capital Improvement Program (CIP) starting in FY27, shared the draft budget for Capital Improvement, and advised on the General Fund’s commitments to capital projects in FY27.

FY27 Preliminary Budget Presentation

At the City Council Meeting on Tuesday, May 12, San Ramon's Budget Manager, Yuliya Elbo, provided the first complete picture of the City's FY27 Budget. The report and presentation:

FY27 Budget Adoption

The final step of the FY27 Budget Process took place as part of the regular City Council Meeting on Tuesday, May 26.
San Ramon's Budget Manager, Yuliya Elbo, presented a report highlighting:

- Reserve Policy and Targets
- Appropriations Limit
- Resolution
The City Council unanimously voted to adopt the Fiscal Year 2026/27 Proposed Budget by resolution.
